Pugsley Addams
'An energetic monster of a boy'... basically Dennis the Menace if he had a penchant for guillotine construction.
Where is he from?
Pugsley Adams and the rest of the Adams family debuted in a series on single-panel New Yorker comics by Charles Addams that ran from 1938 to his death in 1988. Designed to be a satirical subversion of traditional American family values, they actually managed to be pretty satirical by actually depicting that subversion as being a very loving, close-knit family. Pugsley and the Addams Family have a few adaptations under their belt, and we can check them out here.
