Yeah, going for a rather franco-french joke there. Or rather, well. You know (of course you do) how the French have the reputation of being rude and snobby and all that - well, the thing is, for the French, that's *Parisians*. And it would shake out, I suppose, that many foreign tourists mostly just do Paris; ergo, small experience pool and national stereotype. La capitale and "la province" heartily bash on one another. (Also, the usual images of stressed-out, impatient big-city-dwellers hurrying irritably past visiting rubes and loitering tourists come into play.)
Now, the fact that French waiting staff get a better minimum wage and do not literally have their livelihood depend on tips.... *le socialiste side-eye* ... does mean there is less emphasis on all that smiling subservience and the kind of client deference and uber-attentiveness you get in the US (or Japan, say). Tips really are a polite/thoughtful extra, for an average drinks/meal out bill, that are not generally expected of, say, a tableful of cheap students. Which can naturally lead to some culture shock. On the other end of that service industry spectrum, it is little exaggeration to say that the average waiter working the terrasses of a somewhat central bar/café in Paris will indeed act like he is being massively imposed upon by having to bring you your €7.50 expresso and generally be pretty brusque.
(I mean, to be perfectly character-relevant, a fancy place for wealthy patrons the likes of which Vicomte Moneybags would tend to frequent, would, on the other hand, have exactly the kind of unctuous and flawless service you'd be paying for, no problem.)
Also, fyi, "assumer" doesn't quite mean the same as it does in English.
